Responsible for support and assistance to manage budget and to control project costs. Involved throughout but more heavily during estimation points and procurement phase. Also involved with change control during and cost planning to include producing and presenting the final cost plantendering and procuring, including managing the pre-Qualification stage, producing the tender list, putting the preliminaries together, tender analysis, producing the tender report and compiling the contractual documentsdealing effectively with post contract cost variances and the change control processes, where applicable referring major changes to line managertaking personal responsibility for making cost checks and carrying out valuations on larger projects and in all cases ensuring that timely and accurate cost checking and valuation takes placeproducing monthly post contract cost reports and presenting them to the clientnegotiating and agreeing final accountsinterfacing with the client and other consultants, at all project stageswhere appropriate, leading a cost management team, ensuring that they deliver on all the above accountabilitiesmarketing and business development, to include:identifying opportunities to develop new business with existing clients and reporting such opportunities to the appropriate line manager and by making effective use of the marketing databaseassisting in the production of bid documentationidentifying ways in which cost management procedures, templates and products can be improved and referring ideas to the appropriate line manager internal management accountabilities, to include:knowledge management ensuring that key information and learning generated from each commission is input into the turner & townsend internal databasefinancial management utilizing fms to keep track of the ongoing margin levelsprocess improvement identifying ways in which internal systems and processes can be improved and referring ideas to the appropriate line manager reportingdepending upon context, a cost manager is likely to report to a senior cost manager, area manager or associate performance indicators - A cost manager will in part be assessed by the extent to which: Commissions are managed to the right quality standards and are completed efficiently and on time Service delivery on commissions is in line with the conditions of appointment Good relationships are developed with clients and members of the cross-Functional team They work as an effective member of the cost management team, including where appropriate, taking effective responsibility for assistant cost managers Opportunities are identified to develop new business with existing clients Margin levels are kept track of on all commissions Key information and data is effectively cascaded and appropriately responsibilities:responsibilities include but are not limited to:prepare estimations according to all design control and prepare valuationsparticipate to value engineering sessionsprepare and analyse change ordersdevelop the primary project budgetdevelop progress measurement criteria with vendorssupport quotation process responding to the questions of services/materials proponentsproduce cash flow forecasts for internal and client purposesquantify materials and labour for all phases of a cost benefit analysisreview project budget after design packages issuance by the technical teamcollaborate with the creation of the recommendation reportparticipate in the weekly project and departmental meetingsissue weekly progress reports on project costs including forecasting reimbursable expensesqualifications & skillsdegree-Qualified or equivalent in quantity surveyor, engineering, 10 years of experience in similar towards rics membership or recently charteredconversant in all aspects of quantity surveyingexperience in utilizing software systems e.G., cost x, cato, bim (building information modelling) measureexperience in utilizing excel advanced leveldegree qualified in quantity surveyingexperience working on larger projects of 10m value or over (or equivalent)experience working on new build and fit-Out projectsexcellent communication skills and client facingadditional informationturner & townsend does not accept any speculative or unsolicited cvs that have been sent to our internal recruitment team or hiring managers from agencies outside of our preferred supplier list or that have not followed due process.
